TTB's Most Frequently Asked Questions One of TTB.gov's many valuable resources (available under Tools and Guides on our TTB.gov homepage) is our FAQs page. This is where we answer questions commonly asked by industry members and citizens like you! Our FAQs page is a terrific place to start if you are looking for clarity and guidance on TTB rulings and policies that may concern you. And so you always have the most up-to-date answers to questions, we make every attempt to update the featured FAQs to reflect the latest changes in our regulations and other Federal requirements. For example, our most recent addition to our FAQs page is a comprehensive set of FAQs intended to provide guidance and clarity on TTB Ruling 2010-4, Cigarette-making Machines in Retail Establishments. This ruling— issued September 30, 2010—answers the question of whether retailers selling cartons of cigarettes produced by commercial rolling machines in their stores must obtain manufacturing permits and pay applicable Federal taxes, and addresses the effect of TTB's determination on TTB-regulated industry. So, to be sure industry members affected by this ruling had access to clear, comprehensive information they needed to ensure continued compliance with our regulations* and other Federal requirements, our new "Frequently Asked Questions regarding TTB Ruling 2010-4, Cigarette-making Machines in Retail Establishments" section was born!
