Human Resources Division

MISSION

The Human Resources Division serves as the principal advisor to the Administrator for human resource management.  HRD is responsible for development, deployment, and implementation of TTB human resource management and human capital planning policies, programs, and processes.

FUNCTIONS

  • Provide technical advice, guidance, and oversight responsibility for the following human resources programs: human resource policy and procedures, position classification, recruitment and staffing, employee relations, labor relations, employee benefits, worker’s compensation, pay administration, performance management, personnel systems, Senior Executive Service Programs, and Human Capital Strategic Planning.
  • Establish and promote a comprehensive civilian human resources management program and identify goals and objectives for performance improvements. 
  • Ensure the execution of all actions involving position classifications, pay administration, staffing and recruitment, Senior Executive Service programs, human resource personnel systems, employee relations, labor relations, and performance management.
  • Serve as the principal management official for Bargaining Unit liaison and negotiating contracts with NTEU.
