Deputy Assistant Administrator, Strategic Infrastructure, Office of Permitting and Taxation
Pamela Sikowitz is the Deputy Assistant Administrator, Strategic Infrastructure in the Office of Permitting and Taxation. She leads the extensive infrastructure and organizational preparedness functions of the Office of Permitting and Taxation, which are vital to meeting the bureau’s responsibilities for reviewing and processing permit applications from TTB's regulated industries to ensure that entities are qualified to hold a federal permit for the manufacture and importation of alcohol, tobacco, firearms, and ammunition and collects approximately $23 billion in annual federal excise tax revenue associated with the production and distribution of those products.
From October 2016 through June 2017, Ms. Sikowitz was detailed from the Internal Revenue Service (IRS) to TTB, which included extensive engagement in all aspects of the National Revenue Center mission. When the Office of Permitting and Taxation directorate was established in 2017, Ms. Sikowitz was selected as the Deputy Assistant Administrator, Permitting and Taxation. In this capacity, she is using her extensive experience as a change agent in the Federal sector to improve all facets of the National Revenue Center performance and operations.
From 2013 to 2017, Ms. Sikowitz served as a Senior Manager in the IRS Human Capital Office, leading efforts to provide unified messaging from IRS leaders on a wide range of human capital programming and policies impacting employees across the organization. She established work processes and internal controls to ensure that high-level, and frequently sensitive, communications were thoroughly vetted and processed in a timely manner.
From 2010 through 2013, Ms. Sikowitz served as the first permanent director of the Treasury Executive Institute (TEI), where she was recognized for transforming the organization into a nationally-recognized leadership institute for Federal executives. She expanded lines of programming to include an industry-based certification coaching program and made extensive use of technology to reach Treasury employees across the world while enlarging the TEI base through aggressive marketing.
Ms. Sikowitz has considerable previous experience with the federal government. From 2004 to 2010, she served as an employee development specialist/manager with the IRS Office of Chief Counsel, and led the development of management and executive leadership programs aligned with OPM and industry standards. Prior to 2004, Ms. Sikowitz served as an employee development specialist overseeing the development of cross-functional training programs and improving the technical skills of employees from a wide range of occupations.
In addition, she has extensive experience in education, having worked as an educator and administrator at state and local levels in secondary and postsecondary education with a strong focus on instruction, curriculum development, and program design.
Ms. Sikowitz has a Master's Degree in Counselling and a Master's Degree in Business Education from the University of Maryland.
