CHANGES TO LESSEN REGULATORY BURDEN ON INDUSTRIAL ALCOHOL INDUSTRY

On June 27, we published Notice No. 136, a notice of proposed rulemaking that would, if adopted, eliminate outdated specially denatured spirits formulas from the regulations, reclassify some specially denatured spirits formulas as completely denatured alcohol formulas, issue some new general-use formulas for manufacturing products with specially denatured spirits, and make other improvements to the industrial alcohol regulations. This proposal would remove unnecessary regulatory burdens on the industrial alcohol industry and TTB, and would align the regulations with current industry practice. (Specially denatured spirits and completely denatured alcohol are distilled spirits to which materials have been added to render the spirits unfit for beverage use.)

You may submit comments on the proposal and view copies of the proposed rule and any comments we receive about it online at the Regulations.gov/ website within Docket No. TTB-2013-0005. We posted a link to that docket at our Distilled Spirits - Notices of Proposed Rulemaking page under Notice No. 136. (Please see the notice for information on alternative methods for submitting comments.) We must receive comments on this proposal on or before August 26, 2013.

TTB PROPOSES ESTABLISHMENT OF THE "MALIBU COAST" VITICULTURAL AREA

In Notice No. 138, a notice of proposed rulemaking published in the Federal Register on July 8, we propose to establish the "Malibu Coast" American viticultural area in portions of Los Angeles and Ventura Counties in California. The proposed viticultural area, if established, would include the existing Malibu-Newton Canyon and Saddle Rock-Malibu viticultural areas.

We are making this proposal in response to a petition filed on behalf of local vintners and grape growers. You may submit comments on this proposal and view copies of the proposed rule, selected supporting materials, and any comments we receive about this proposal at the Regulations.gov/ website within Docket No. TTB-2013-0007. Please see Notice No. 138 for alternative methods of commenting. We must receive comments on this proposal on or before September 6, 2013.
