Greetings! This week's top news includes an update to Permits Online that speeds trade name amendments, new CBMTRA guidance, and a Federal Register notice calling for nominations to the 2020 Dietary Guidelines Advisory Committee.

PERMITS ONLINE TRADE NAME AMENDMENT PROCESS IMPROVEMENT SUCCESSFULLY LAUNCHED

TTB recognizes the time-sensitive nature of adding trade names, and our new Permits Online was designed to speed trade name amendments with automatic approvals. However, if an industry member had any entity-level amendments pending, they were not allowed to file additional entity amendments, which included trade name amendments.

Late last week we implemented an update to Permits Online that allows industry members to submit trade name amendments for auto-approval regardless of whether any other entity amendments are pending. This “single track” approach, together with auto-approvals, allows industry members to add trade names without any delays.

We previously announced the availability of this enhancement prematurely, but this time it’s actually available to users.

NEW CBMTRA GUIDANCE ON SINGLE TAXPAYER RULES AND IMPORTS PUBLISHED

Industry Circular 2018-5 addresses certain scenarios where two or more domestic industry members would be treated as a "single taxpayer" and how this affects their eligibility to claim the tax credits or reduced tax rates available under the CBMTRA on the beer, wine, or distilled spirits they produce and remove subject to tax.

Import-related FAQs

Five new frequently asked questions (FAQs) address issues around importer claims for the refund of taxes on wine, beer, and distilled spirits eligible for the tax credits or reduced tax rates under the CBMTRA, and address certain controlled group scenarios that involve both a domestic producer and either a foreign producer or a U.S. importer.

The FAQs are TR-G9, TR-G10, TRG11 and TR-G12.

ANNOUNCEMENT OF INTENT TO ESTABLISH THE 2020 DIETARY GUIDELINES ADVISORY COMMITTEE AND SOLICITATION OF NOMINATIONS FOR MEMBERSHIP

AGENCY: Office of the Assistant Secretary for Health, U.S. Department of Agriculture (USDA), Food, Nutrition and Consumer Services (FNCS) and Research, Education and Economics (REE); and U.S. Department of Health and Human Services (HHS).

ACTION: Notice.

SUMMARY: The Departments of Agriculture and Health and Human Services announce the intent to establish a Dietary Guidelines Advisory Committee and invite nominations for the Committee.

DATES: Nominations must be submitted by midnight Eastern Time on October 9, 2018.
