Saké Brewery
Anyone wishing to engage in the business of producing saké must qualify as a brewer and also must obtain a basic permit as a bonded wine premises (producing and blending).

Pilot Brewing Plant
A pilot brewing plant may be established off the brewery premises for research, analytical, experimental, or developmental purposes relating to beer or brewery operations.  (See 27 CFR part 25 subpart S for additional rules and requirements).

Wine Vinegar Producer
See FAQ G7 for information on which types of commercial vinegar production are regulated by TTB.

Note: If you wish to make vinegar from fresh fruit or juice (classified as nonbeverage wine), or by the vaporizing process (classified as a distilled spirit), you may apply through Permits Online.

Anyone who wishes to make vinegar from purchased beverage wine on which no tax has been paid must file the following:

Volatile Fruit-Flavor Concentrate Plant
Anyone, other than the proprietor of a bonded winery, who wishes to produce volatile fruit-flavor concentrate (essence) by any process which includes evaporations from any fruit mash or juice must obtain a registration.

Experimental Winery
Any scientific university, college of learning, or institution of scientific researchthat wants to produce, receive, blend, treat, or store wine for experimental or research use, but not for consumption or sale, must apply in letter form to the Director of the National Revenue Center.

Required to be filed by all applicants:

Letter application.  See 27 CFR 24.77 for a list of the information the application letter must contain.

Experimental Distilled Spirits Plant
Experimental distilled spirits plants may be established for specific and limited periods of time solely for experimentation in or development of: (1) sources of materials from which distilled spirits may be produced; (2) processes by which distilled spirits may be produced or refined; or (3) industrial uses of distilled spirits.

Anyone who wishes to establish an experimental distilled spirits plant must apply in letter form to the Director of the Regulations and Rulings Division.

Required to be filed by all applicants:

Letter application. See 27 CFR 19.33 for a list of the information the application letter must contain.

Forms required if the Regulations and Rulings Division notifies you that your application is eligible for further consideration:
