Jill Murphy serves as the Director of the Office of Strategic Planning and Program Evaluation, which oversees TTB's strategic management framework and program review and improvement processes, including the effective integration of data and analytic tools to facilitate evidenced-based policies and operations.

Immediately preceding her appointment, Ms. Murphy served as TTB's Planning and Performance Officer, within the Office of Management/CFO, where, among other responsibilities, she spearheaded the bureau's Balanced Scorecard initiative and managed its Quarterly Performance Reviews with the Deputy Secretary of the Treasury Department.

Following an internship with the law firm of Arnold and Porter, Ms. Murphy joined Post-Newsweek Media in Landover, Maryland, as a reporter for The Gazette. Ms. Murphy joined TTB in 2005 as a Writer-Editor and Web Content Manager in the Knowledge Management Staff in the Office of Headquarters Operations.

In her tenure at TTB, Ms. Murphy is a two-time recipient of the TTB Administrator's Award (TTB Expo in 2008 and TTB Balanced Scorecard in 2014), and received the TTB Headquarters Operations Assistant Administrator's Award for Excellence in 2008. She is also a 2009 graduate of TTB's Emerging Leaders program.

Ms. Murphy received a bachelor's degree in journalism from the University of Maryland, where she earned a University of Maryland Scholars Program Citation.
