Parraize Butler serves as the Assistant Administrator of the Office of Management / Chief Financial Officer at the Alcohol and Tobacco Tax and Trade Bureau (TTB). He oversees TTB’s major management functions, including financial management, human resources, training and development, procurement, security, health and safety, and facilities management.
With more than 23 years of federal service, Parraize has extensive experience in budgeting, financial systems modernization, shared services, and organizational transformation. Before joining TTB, he was the Budget Director for the Department of the Treasury, where he provided strategic leadership to align resources with mission priorities and strengthen governance across Treasury programs. He also spent 15 years at the Bureau of Engraving and Printing, leading key modernization initiatives such as the Internet Processing Platform and the Cost of Quality program.
Parraize holds a B.S. in Accounting with a minor in Management Information Systems from Saint Francis University and an MBA in Executive Leadership from the University of Maryland University College. He is also a graduate of the Federal Executive Institute’s Leadership for a Democratic Society program.
