Mr. Gledhill has previously served as the Assistant Administrator for the Office of Permitting and Taxation from February 2022 through December 2023. He started his career with the United States Department of Treasury's Bureau of Alcohol, Tobacco, and Firearms (ATF) in 1989 as a staff attorney in the Office of Assistant Chief Counsel, Philadelphia. He became a senior attorney in that office and in the Office of Assistant Chief Counsel, Cincinnati. From September 1998 until September 2003, Mr. Gledhill served as Division Counsel for the ATF Detroit Field Division, which also included eight months as Division Counsel for the Department of Justice's Bureau of Alcohol, Tobacco, Firearms, and Explosives. He joined the TTB Office of the Chief Counsel in September 2003 and served as Senior Counsel in the Cincinnati Office until January 2008, where his principal area of practice was the Firearms and Ammunition Excise Tax (FAET) imposed on the manufacture, production, and sale of firearms, shells, and cartridges. Mr. Gledhill served in this position until he was promoted to Assistant Chief Counsel (Field Operations) in January 2008. He then became TTB's Chief Counsel in August 2013.
During his career, Mr. Gledhill has handled and managed cases in all aspects related to the enforcement of the various laws and regulations related to, administered by, and enforced by TTB. He is considered a national expert in this area of the law, particularly on the subject of the constructive sale price provisions of 26 U.S.C. Section 4216(b).
Mr. Gledhill holds a B.A. from Temple University, Philadelphia, and a J.D., cum laude, from Capital University Law School, Columbus. He is a member of the Commonwealth of Pennsylvania Bar.
