ATF Ruling 77-31 The Bureau of Alcohol, Tobacco and Firearms has been asked whether Peppermint Oil, D. G., may be authorized for use as a denaturant in Specially Denatured Alcohol Formula No. 38-B. The denaturant would be used in lieu of Peppermint Oil, U.S.P., and would be an addition to the list of essential oils and aromatic substances authorized by ATF Ruling 74-1, 1974 ATF C.B. 35. Held, in addition to the list of essential oils and aromatic substances authorized by ATF Ruling 74-1, the Director, Bureau of Alcohol, Tobacco and Firearms, has determined that Peppermint Oil, D. G., manufactured by Norda, Incorporated, East Hanover, New Jersey, has the characteristic odor and flavor of Peppermint Oil, U.S.P., and is a satisfactory substitute for such oil in the production of Specially Denatured Alcohol Formula No. 38-B, if the following specifications are met for such Peppermint Oil, D. G.: Specific Gravity at 25°/25°C.....................0.896 - 0.908 Refractive Index at 20°C........................1.459 - 1.465 Esters as Menthyl Acetate......................5% minimum Menthol (Free and as Esters)...................50% minimum Other provisions and conditions set forth in ATF Ruling 74-1 applicable to essential oils and aromatic substances listed therein are applicable to Peppermint Oil, D.
