Upcoming Changes to TTB Incoming and Outgoing Payments

What is happening? 

Executive Order 14247 mandates the transition to electronic payments for all federal receipts and disbursements, including those to and from TTB.

We currently accept tax payments and send refunds using several methods: paper checks, money orders, and electronically through Pay.gov, ACH, and Fedwire. In accordance with the order, effective September 30, 2025, and to the extent permitted by law, we will cease issuing paper checks for disbursements, including tax refunds and drawback. Additionally, as soon as practicable, and to the extent permitted by law, we will begin processing electronically all payments made to TTB.

How does this impact my tax refunds? 

Effective September 30, 2025, we will stop issuing paper checks. Unless you qualify for an exception specified in section 4 of the order, failure to provide your banking information in connection with a claim will delay your refund. 

What do I need to do to receive my refunds through electronic payment?

For tax refund and drawback claims, you will need to include your banking information so that your claim can be processed, and your refund can be disbursed electronically.

For the below claim types, we will provide new claim forms that include sections for you to provide your banking information: 

  • TTB F 5620.8 – Claim Alcohol, Tobacco, and Firearms Taxes
  • TTB F 5110.30 – Drawback on Distilled Spirits Exported
  • TTB F 5120.24 – Drawback on Wine Exported
  • TTB F 5130.6 – Drawback on Beer Exported
  • TTB F 5620.7 – Claim for Drawback of Tax on Tobacco Products, Cigarette Papers, and Cigarette Tubes 

For CBMA importer refund claims, you will need to include your banking information in myTTB. An entity manager, or other user authorized to access the myTTB Banking service for your entity, can add banking information in myTTB by logging in and navigating to the Entity Access/Entity Management screens from the myTTB dashboard.

How does this impact my tax payments? 

If you currently pay excise taxes with a paper check or money order, we encourage you to begin transitioning to electronic payments through Pay.gov or other electronic funds transfer as soon as possible. 

What if I have feedback on this change? 

Interested individuals and organizations may provide feedback on Treasury’s implementation of the Executive Order by submitting a comment in connection with Treasury’s Request for Information Related to the Executive Order, “Modernizing Payments To and From America's Bank Account”. The request for information was issued on May 30, 2025, and the comment period runs through June 30, 2025.
