Jill Murphy

Director, Office of Strategic Planning and Program Evaluation

Jill Murphy is the Director of the Office of Strategic Planning and Program Evaluation for the Alcohol and Tobacco Tax and Trade Bureau (TTB). The Strategic Planning and Program Evaluation Director reports to the Deputy Administrator and the Administrator and manages the bureau's strategic planning process, oversees the bureau's performance management framework, coordinates the bureau's program review process, and serves as the primary bureau representative to higher Departmental strategic planning offices and executives.

Following an internship with the law firm of Arnold and Porter, Ms. Murphy joined Post-Newsweek Media in Landover, Maryland, as a reporter for The Gazette.  Ms. Murphy joined TTB in 2005 as a Writer-Editor and Web Content Manager in the Knowledge Management Staff in the Office of Headquarters Operations.

Immediately preceding her appointment, Ms. Murphy served as TTB's Planning and Performance Officer, within the Office of Management/CFO, where, among other responsibilities, she spearheaded the bureau's Balanced Scorecard initiative and managed the bureau's Quarterly Performance Review process with the Deputy Secretary of the Treasury Department.  These responsibilities involve the highest level of operational reviews to ensure the bureau's effectiveness in its mission.

During her tenure at TTB, Ms. Murphy has received the TTB Administrator's Award for her participation on the TTB Expo Team and the TTB Headquarters Operations Assistant Administrator's Award for Excellence, both in 2008.  She is also a 2009 graduate of TTB's Emerging Leaders program.

Ms. Murphy received a bachelor's degree in journalism from the University of Maryland, where she earned a University of Maryland Scholars Program Citation.
