Executive Order 14247, Modernizing Payments To and From America’s Bank Account, mandates that the federal government transition to electronic payments for all federal receipts and disbursements, including those to and from TTB.
Under E.O. 14247, TTB will stop issuing paper checks for disbursement. This includes tax refunds and drawback claims. This initiative also includes the phased elimination of paper-based collections, such as paper checks and money orders, and transitioning to electronic payments. As explained in the E.O., these actions aim to strengthen payment security, improve accessibility, reduce costs, and modernize government financial operations.
As required under Executive Order 14247, effective September 30, 2025, TTB will stop issuing paper checks for refunds and drawback. In addition, as soon as practicable, TTB will stop accepting paper-based payments, such as paper checks and money orders, and will require that all industry members make payments electronically.
TTB will deposit refunds or drawback payments electronically into your bank account.
For TTB to deposit refunds or drawback payments electronically into your bank account, you must provide banking information. For CBMA Import Claims through myTTB, you can find instructions on how to add your banking information at Craft Beverage Modernization Act (CBMA) Import Resources under myTTB System User Guides, Banking Interface for CBMA Importer Claims.
For all other claims, you can add your banking information to the following TTB forms:
You can pay excise taxes electronically through Pay.gov or other electronic funds transfer.
Section 4 of Executive Order 14247 provides for certain limited exceptions, including an exception for individuals who do not have access to banking services. See E.O. 14247 for other exceptions.
To be considered for an exception, please contact TTB’s Office of Permitting and Taxation Call Center at 877-882-3277 or submit this contact form online with the specific circumstances that you believe prevent you from receiving refunds or drawback payments from TTB through a checking or savings account.
TTB will continue to accept paper checks as payment for a limited period. If you currently pay excise taxes with a paper check or money order, we encourage you to begin transitioning to electronic payments through Pay.gov or other electronic funds transfer as soon as possible.
