Notices of Proposed Rulemaking

TTB proposes new or amended regulations, and solicits public comment on them, by publishing a Notice of Proposed Rulemaking (NPRM) in the Federal Register, the Federal Government's daily regulatory and public notice publication.  All of our NPRMs also are posted online within a rulemaking docket at, the Federal Government's e-rulemaking website.  To learn more about how TTB is responding to the electronic rulemaking initiative.

Use the links below to view our NPRMs and their related supporting materials, to comment on any open NPRM, and to view the comments received in response to our NPRMs.

TTB encourages the public to submit comments on its NPRMs electronically through the online comment form posted with each NPRM on  We include a link to the appropriate comment form and rulemaking docket with each NPRM's posting on the TTB web site.  You also may search for our NPRMs by their docket numbers or TTB notice numbers.  Instructions for submitting comments on paper via U.S. Mail or hand-delivery are also included within each NPRM.

NOTE:  NPRMs published before February 23, 2007, and any comments received in response, are posted only on the TTB Web site.  NPRMs published after that date, and the comments received in response, are posted to, and the appropriate links are included on the TTB web site as described above.  You may use the links posted above to access any NPRM published by TTB since its creation on January 24, 2003.
