TTB proposes new or amended regulations, and solicits public comment on them, by publishing a Notice of Proposed Rulemaking (NPRM) in the Federal Register, the Federal Government's daily regulatory and public notice publication. All of our NPRMs also are posted online within a rulemaking docket at Regulations.gov, the Federal Government's e-rulemaking website. TTB encourages the public to submit comments on its NPRMs electronically through the online comment form posted with each NPRM on Regulations.gov. We include a link to the appropriate Regulations.gov comment form and rulemaking docket with each NPRM's posting on the TTB web site. You also may search Regulations.gov for our NPRMs by their Regulations.gov docket numbers or TTB notice numbers. Instructions for submitting comments on paper via U.S. Mail or hand-delivery are also included within each NPRM.
