Pay.gov User Enrollment Instructions

Eligibility

To become a Pay.gov user you must have signing authority or power of attorney to submit Federal Excise Tax Returns and /or Reports of Operations for the company for which you are enrolling. If you don't have signing authority or power of attorney, you won't be able to open a Pay.gov account. Please refer to TTB F 5000.8 - Power of Attorney for information about completing and submitting a power of attorney form.

Enrollment Procedures

You must complete the User Agreement with the requested information including signature and date. You may sign up for multiple Permit/Registry information relating to a single company (EIN).

The completed and signed user agreement may be emailed to Pay.Gov@ttb.gov, or it may be mailed to:

You should receive notification of your User ID and password within 30 days via email. If you do not receive your User ID and password within that period, contact us at 1-877-882-3277 or Pay.Gov@ttb.gov.

Responsibilities and Backups

As stated in the user agreement, the pay.gov User ID is the sole responsibility of the user. If a company requires more than one person to submit forms via Pay.gov, they should submit a separate enrollment form for each user. We recommend that a company have at least one main user and one backup.

Revocation

If at any time the user no longer has authority to submit Federal Excise Tax Returns or Reports of Operations, it is the responsibility of the user and the company that the user represents to notify the TTB pay.gov office via email at Pay.Gov@ttb.gov.
