Christina McMahon is the Chief Counsel for the Alcohol and Tobacco Tax and Trade Bureau (TTB), where she serves as the primary legal advisor to the Administrator, Deputy Administrator, and other TTB officials on issues involving enforcement of the laws and regulations under TTB’s jurisdiction, administrative law, employment law, ethics, and other matters. She began her career with TTB in 2009 as a Presidential Management Fellow in the Regulations and Rulings Division. In 2011, Christina became an Attorney Advisor in the Tax and Trade Division of TTB’s Office of the Chief Counsel where she provided legal advice on laws related to the labeling, advertising, and international trade of alcohol beverages and tax and regulatory matters involving alcohol beverages and tobacco.

In 2016, Christina moved to the U.S. Department of the Treasury’s Office of the Assistant General Counsel (Enforcement & Intelligence) as an Attorney Advisor providing legal support to Treasury’s Office of Intelligence and Analysis (OIA). In 2018, Christina was promoted to be the first Legal Counsel for OIA. In this role, she advised the Assistant Secretary for OIA on all issues related to OIA’s authority under statute, Executive Order, and Departmental guidance and received an award from the General Counsel for Excellence in Management.

Christina returned to TTB in August 2021 and served as the Deputy Chief Counsel before officially assuming the role of the Chief Counsel in September 2022.

Christina received her B.A., cum laude, from Tulane University and her J.D. from Tulane University Law School, where she was a Managing Editor of the Tulane Journal of International and Comparative Law. She is a member of the Virginia State Bar.
