Elisabeth ‘Lis’ Kann serves as the Deputy Administrator of the Alcohol and Tobacco Tax and Trade Bureau (TTB). In this capacity, Ms. Kann oversees the collection of approximately $20 billion per year in federal alcohol, tobacco, and firearms and ammunition excise taxes as well as the regulatory frameworks and permitting systems established for those industries under the authorities of the Internal Revenue Code and the Federal Alcohol Administration Act.
Prior to her appointment as Deputy Administrator, Ms. Kann served as TTB’s Assistant Administrator, Office of Policy and Planning, where she was responsible for addressing TTB’s priority policy issues and overseeing TTB’s strategic planning and risk management efforts. In this role, Ms. Kann led the bureau’s extensive efforts to implement the new statutory requirements of the Craft Beverage Modernization Act import provisions, guiding the complex multi-disciplinary aspects of the initiative. Additionally, Ms. Kann managed TTB’s Offices of Strategic Planning and Program Evaluation and Analytics. Ms. Kann’s prior positions at TTB include Chief of Staff, Assistant Administrator, External Affairs, and Acting Assistant Administrator, Headquarters Operations.
Before beginning her federal career at TTB in 2010 as a Presidential Management Fellow, Ms. Kann was a litigation attorney in the New York office of Kaye Scholer LLP, where she specialized in complex commercial and securities fraud litigation.
Ms. Kann, a graduate of Dartmouth College, earned a Juris Doctor degree from the Benjamin N. Cardozo School of Law at Yeshiva University and a Master’s in Public Administration from the John F. Kennedy School of Government at Harvard University.
