New York Man Pleads Guilty to Bribing Naval Employee to Allow Unauthorized Liquor Purchases On Friday, June 7, 2019, Edwin D. Fragoso of Freeport, New York, pleaded guilty to providing cash bribes to an employee of the U.S. Department of the Navy to allow unauthorized liquor purchases at a Navy Exchange (NEX). Fragoso then resold the liquor for profit. The Navy Exchange employee pleaded guilty on August 1, 2017.

The Naval Criminal Investigative Service, Alcohol and Tobacco Tax and Trade Bureau, and the New York State Department of Taxation and Finance, Criminal Investigations Division investigated this case.
